Is it possible to self host ALHP.GO to build custom PKGBUILDs? I've setup a postgres database and managed to get ALHP.GO to clone my repository but it never builds anything.

Generally yes. ALHP.GO is hardcoded for the package structure found at Archlinux's SVN2GIT repos. Maybe there lies your problem?
