extra-x86-64-v3 has updated libjpeg-turbo, but lib32-libjpeg-turbo has not been updated. resulting in this error: :: installing libjpeg-turbo (2.1.2-1.1) breaks dependency 'libjpeg-turbo=2.1.1' required by lib32-libjpeg-turbo

lib32-libjpeg-turbo 2.1.2-1 depends on libjpeg-turbo=2.1.2.

I would assume your multilib mirror was not up to date yet. So in this case we were just to fast :) But not really a bug on our side.
